This adds a timer to the Register Rules.

Installation:


Import "product-register_rules_timer.xml" as a product, overwrite if it's already installed

Where to set option:
Settings-> Options-> User Registration Options-> Enable Register Rules Timer
Settings-> Options-> User Registration Options-> Register Rules Time
