There is not a PSD file so don't ask.
1. Make a logo 260px × 103px and upload it to the images/styles/mangotang/images/logo.png
2. Of course name it logo.png
3. Upload the styles folder to the forum root/images/styles folder
4. Import the Mango Tang-style.xml
